I think Google Pagerank has nothing much to do with SEO. However, it can be used to your advantage in the process of SEO. So don’t worry about your web page pagerank, focus on your SEO effort and your PR value will improve.
Why Google Pagerank(PR) is USELESS?
Getting more backlinks will increase your pagerank value. However, if those backlinks have no optimized link text then PR has no direct effect on the keyword you’re targeting. If the web page content is not optimized for the targeted keyword, there is no SERP benefit even if you have good pagerank.
When your web page has a high PR, it means many web pages are linking to you or some web pages with high PR value are linking to you.
How You Can Make Pagerank USEFUL
In Google’s ideal world, linking from other web pages should be voluntary and not motivated by material gain. It should be like this..

Also, Google scientists, mathematicians, engineers or whatever you call them, think that a good web page should have a certain amount of backlinks at a certain pace.
For natural linking to work, you will need good, interesting and useful content to attract others to link to you. Let’s say you already have content that is useful to others, then you can optimize the incoming link by suggesting how others can link to your website.
If it is an article, make sure you have your targeted keywords in the title of the article and put them as near the start as possible. Some people just use the first few words if you have a long title.
